Byala Municipality is located in Northern Bulgaria and is one of the constituent municipalities of Rousse District. The municipality is located in the southern part of Rousse district. With an area of 352,032 km2 it ranks 4th among the 8 municipalities of the district, which is 12.16% of the district. Its boundaries are as follows:
- to the north – Tsenovo municipality and Borovo municipality;
- to the northeast – Dve Mogili municipality;
- to the southeast – Popovo municipality, Targovishte district;
- to the south – Strazhitsa municipality, Veliko Tarnovo district;
- to the southwest – Polski Trambesh municipality, Veliko Tarnovo district.
There are 11 settlements within the municipality.
